Official: Winning lottery ticket sold in Maryland

(AP) ? Maryland lottery officials announced early Saturday their state sold what could become the world's largest lottery payout of all-time, but it wasn't immediately clear if that ticket holder would get sole possession of the $640 million jackpot or have to split it with other winners.

Carole Everett, director of communications for the Maryland Lottery, said the winning Mega Millions ticket was purchased at a retailer in Baltimore County. She said it's too early to know any other information about the lucky ticket-holder or whether others were sold elsewhere in the nation.

The winning numbers were 02-04-23-38-46, and the Mega Ball 23.

National lottery officials were expecting to list early Saturday on their website how many winning tickets were sold and from what states, but Maryland sent out its news release and called media organizations hours before the scheduled announcement. The headline of its news release said the winning sale was "one of several nationwide," but Everett told The Associated Press she couldn't immediately confirm any others.

Everett said the last time a ticket from the state won a major national jackpot was 2008 when a ticket sold for $24 million.

"We're thrilled," she said. "We're due and excited."

The estimated jackpot dwarfs the previous $390 million record, which was split in 2007 by two winners who bought tickets in Georgia and New Jersey.

Mali junta doesn't give timeline as sanctions loom

BAMAKO, Mali (AP) ? The junior officer who grabbed power in a coup says he plans to hold free elections and to rapidly return Mali to its established order, but refused to give a timetable even as neighboring countries prepare to enact severe financial sanctions.

The coup leader, Capt. Amadou Haya Sanogo, told reporters Friday that he "understands" the position of the West Africa regional body, which has given the junta 72 hours to step aside before it will seal off its borders and cut off the country's access to the regional central bank.

Sanogo asked the regional body to support him, saying the junta seized control of the country with the plan of "holding a rapid process of normalization and organizing free and transparent elections."

Postpartum depression tied to domestic violence | Isaac Daniel Report

By Kerry Grens NEW YORK (Reuters Health) ? Mothers with postpartum depression are more likely to be in a violent relationship than moms without depression, and new mothers in abusive relationships are more likely to suffer postpartum depression, according to a new survey of women with infants. ?I think intuitively and clinically it?s not surprising that there would be an overlap between depression and intimate partner violence,? said Dr. Linda Chaudron, a psychiatry professor at the University of Rochester Medical Center, who was not involved in this study. The results provide clinicians with some guidance for screening women who show signs of postpartum depression or a violent relationship. ?That is a big message that we want to send, that if pediatricians have started screening for maybe one of these two and they detect one, they should be screening for the other,? said Dr. Barry Solomon, a pediatrics professor at John?s Hopkins Children?s Center, and the lead author of the study. Previous research on the overlap between postpartum depression and domestic violence has typically come from researchers that focus on the mothers? health. But in recent years, pediatricians have increasingly adopted the practice of screening mothers for postpartum depression and domestic violence. ?It?s come from growing evidence that mothers who are depressed or are in a relationship with violence, there are negative effects on children,? Solomon told Reuters Health. 1 IN 14 IN VIOLENT RELATIONSHIP Solomon and his colleagues took advantage of the frequent visits to the pediatrician that new moms make with their babies to explore how often violence in the home and depression co-occur. In February, 2008 they started screening mothers with children under six months old who came to their clinic for healthy baby checkups. Most of the women were African American and about one third of them were teenagers. From the surveys that the moms filled out, the research team found that one out of four of the mothers appeared to have postpartum depression and one out of 14 was in a violent relationship. The moms who screened positive for domestic violence were twice as likely to have postpartum depression. More than 50 percent of women in violent relationships also screened positive for depression, compared to 22 percent of mothers who were not in violent relationships. Similarly, women with postpartum depression were four times as likely to also screen positive for violence at home. Four percent of women without depression and 16 percent of women with depression were in violent relationships. TWO-WAY STREET? The study did not determine whether one causes the other. Chaudron said it might go both ways. ?If you?re depressed you can?t as easily get out of a violent situation, and if you?re in a violent relationship you?re walking on eggshells and can become depressed,? she told Reuters Health. The study, published in the Journal of Pediatrics, also found that mothers with postpartum depression were more likely to bring their children to the emergency department more frequently. It?s not clear why, but Chaudron speculated that perhaps depressed mothers have more anxiety, which could bring them to the emergency department. Chaudron said she is pleased to know the pediatric community is making an effort to study and be proactive about issues centered on the mother. ?I think that the focus is still on the health and development and well being of the child, but now we know that moms who are going through serious emotional difficulties and violence in the home affect the children. It affects the care we can give to them and their own emotional development,? Solomon said. The challenge to getting more pediatricians to screen for postpartum depression and domestic violence is what to do if a mom needs help. Solomon said pediatricians need support from the adult psychiatric and social services communities so that they can offer resources if they suspect mothers are in need. His clinic has brought on full time social work staff to work with mothers on the spot, for instance. In practices that don?t have such resources, they ?have to reach out to their maternal health partners,? he said. ?We can?t expect pediatricians to screen for intimate partner violence or postpartum depression without providing them resources and connections.? Military wants harsher consequences for abandoning pets - News ...

YOKOTA AIR BASE, Japan ? The Defense Department is seeking greater authority from the president to prosecute servicemembers who abandon their pets ? a perennial problem within the transient military community.

The Pentagon wants to broaden its current animal cruelty policy to include abandonment and to cover personal pets, not just ?public animals? owned by the military, said Lt. Col. Todd Breasseale.

Troops already can be charged with ?dereliction of duty? and ?conduct prejudicial to good order and discipline? for abandoning or physically harming their family pets, Breasseale said. But specifying the bad behavior in the Manual for Courts-Martial ? the rulebook for prosecutions under the Uniform Code of Military Justice ? would strengthen those cases and increase the chance of prosecution.

Pet abandonment ?is a kind of cruelty,? he said. ?It is a kind of abuse.?

Animal rights advocates have been urging the military to take action for years. But some fear the problem may get worse since a military-contracted airline implemented a breed ban in March.

Tiffany Jackson of the Okinawan American Rescue Society said she has personally rescued about 20 pit bulls in the past three years that were abandoned on the island. Now because of this policy change, she fears there with be more, she said.

All pets treated at military veterinary facilities are required to be implanted with microchips that include owner information, which are used to track down negligent pet owners, military veterinarians have said. The Defense Department, however, does not track statistics related to animal abandonment and abuse, according to Breasseale.

President Obama is expected to rule on the Pentagon?s request this spring, Breasseale said. Military justice experts say the president likely will sign off on the proposal, as is typically the case for proposed changes to the courts-martial manual.

Altering the UCMJ itself is much more contentious, they say, because it requires approval from Congress.

The Military Justice Commission, an independent reform group co-sponsored by the National Institute of Military Justice, noted the pet abandonment problem and the need for military intervention in its 2009 report.

?Because this abuse and abandonment often takes place overseas and is beyond the reach of local civilian authorities, servicemembers can go unpunished for the conduct,? the report said.

The U.S. military community has become notorious for pet abandonment in places such as Germany and Hawaii, home to large military populations.

In Kaiserslautern, Germany, local shelters refuse to let Americans adopt pets for fear the animals will be ditched when their owners leave the country. Last year, the Hawaii state legislature even asked the military to step in.

?Members of the military and Coast Guard often relinquish their pet to a local shelter, or worse, abandon the animal because they have no one available to care for it,? according to the March 2011 resolution.

It asked the military to ?make resources available to improve opportunities for continual care for domestic animals? and work with animal shelters and rescue organizations to resolve the issue.

U.S. Pacific Command responded by forming a working group, but it determined that the programs and policies already in place were both ?comprehensive and effective,? according to PACOM statement emailed to Stars and Stripes.

But the abandonment problem persists, said Lt. Theresa Donnelly, who last year launched Hawaii Military Pets, a private organization that promotes responsible pet ownership.

Even the possibility of prosecution for abandonment ?will get people talking about the issue,? the Hawaii-based sailor said.

But the root of the problem is more societal, she said.

?There?s still an attitude that a pet is disposable,? Donnelly said.

Military pet advocates support the Pentagon push for more authority to punish troops who abandon their animals, but many contend the effort shouldn?t stop there. They say streamlining the military?s various pet policies ? which vary from service to service, country to country and base to base ? and creating a website to access that information is also necessary.

?But let?s not be angry at those who give up their animals,? Donnelly said. ?Let?s educate them on ways they can keep their pets and create a community where a pet is considered a lifetime commitment.?

The findings appeared this week in the journal Proceedings of the Royal Society B.

Researchers set up test flower beds and tracked bird landings. They found that the hummingbirds were five times more likely to visit noisy areas. Why? Perhaps because the western scrub jay tends to avoid noise. And western scrub jays eat baby hummingbirds. The situation is good for wildflowers that are pollinated by the hummingbirds.

But the absence of jays seems to be bad for other plants. For example, the pinon pine relies on scrub jays to spread its seeds. As a result, pine seedlings were four times less abundant at noisy sites than quiet ones.

Pinon seedlings take decades to become pinon pines, a critical habitat for hundreds of species in the western U.S. So the forest of the future may never take root. Darn noisy neighbors.

(AP) ? Pope Benedict XVI urged Mexicans to wield their faith against drug violence, poverty and other ills, celebrating Sunday Mass before a sea of hushed worshippers beneath a blazing sun in the highlight of his Mexican visit.

Many in the crowd said they were gratified by Benedict's recognition of their country's problems and said they felt reinvigorated in what they described as a daily struggle against criminality, corruption and economic hardship.

Benedict delivered the message to an estimated 350,000 people in the shadow of the Christ the King monument, one of the most important symbols of Mexican Christianity, which recalls the 1920s Roman Catholic uprising against the anti-clerical laws that forbade public worship services such as the one Benedict celebrated.

The pope flew over the monument in a Mexican military helicopter en route to the Mass at Bicentennial Park, where he rode in the popemobile through the enthusiastic crowd.

Often seen as austere and reserved, Benedict charmed the cheering crowd by donning a broad-brimmed Mexican sombrero that he wore on his way to the altar at the sun-drenched park.

"We pray for him to help us, that there be no more violence in the country," said Lorena Diaz, 50, who owns a jeans factory in Leon. "We pray that he gives us peace."

Before the ceremony, the vast field was filled with noise, as people took pictures with cellphones and passed around food. But as the Mass started, all fell silent, some dropping to their knees in the dirt and gazing at the altar or giant video screens.

In his homily, Benedict encouraged Mexicans to purify their hearts to confront the sufferings, difficulties and evils of daily life. It has been a common theme in his first visit to Mexico as pope: On Saturday he urged the young to be messengers of peace in a country that has witnessed the deaths of more than 47,000 people in a drug war that has escalated during a government offensive against cartels.

"At this time when so many families are separated or forced to emigrate, when so many are suffering due to poverty, corruption, domestic violence, drug trafficking, the crisis of values and increased crime, we come to Mary in search of consolation, strength and hope," Benedict said in a prayer at the end of Mass.

The reference to Mary is particularly important for Mexicans, who revere the Virgin of Guadalupe as their patron saint, and he urged all of Latin America and the Caribbean to look to her for help. "She is the mother of the true God, who invites us to stay with faith and charity beneath her mantle, so as to overcome in this way all evil and to establish a more just and fraternal society."

Benedict's reference to immigration resonated in Guanajuato, which is one of the top three Mexican states sending migrant workers north.

"People leave for the good of their families," said Jose Porfirio Garcia Martinez, 56, an indigenous farmworker who came to the Mass with 35 others from Puebla, another area that has many migrants in the U.S. "For us it's difficult, not seeing them for 10 years, communicating by phone and by Internet."

The archbishop of Leon, Monsignor Jose Martin Rabago, told Benedict that Mexicans needed a message of hope because they have been living in "fear, helplessness and grief" over the mass killings, kidnappings, extortion and other violence stemming from Mexico's drug trade.

"We know that this dramatic reality has perverse origins which are fed by poverty, lack of opportunities, the corruption, the impunity, the poor administration of justice and the cultural change which leads to the belief that that this life is only worth living if it allows you to accumulate possessions and power quickly regardless of its consequences and costs," Rabago told the pope.

Benedict had wanted to come to Guanajuato because it was one of the parts of Mexico that Pope John Paul II had never visited during his five trips as pope. In addition, Benedict wanted to see and bless the Christ the King statue.

With its outstretched arms, the 72-foot (22-meter) bronze monument of Christ "expresses an identity of the Mexican people that contains a whole history in relation to the testimony of faith and those who fought for religious freedom at the time," said Monsignor Victor Rene Rodriguez, secretary general of the Mexican bishops conference.

After nightfall Sunday, the pope will remotely inaugurate its new lighting system.

Guanajuato state was the site of some of the key battles of the Cristero War, so-called because its protagonists said they were fighting for Christ the King. Historians say about 90,000 people died before peace was restored. The region remains Mexico's most conservatively Catholic.

With roads closed, pilgrims walked for miles to the Mass with plastic lawn chairs, water and backpacks. Old women walked with canes. Some Mass-goers wrapped themselves in blankets or beach towel-sized Vatican flags, trekking past vendors selling sun hats, flags, potato chips and bottles of juice.

Hundreds of young priests in white and black cassocks, waiting to pass through the metal detectors, shouted "Christ Lives!" and "Long Live Christ the King!" ? the battle cry of the Cristeros.

Many Mexicans said they were surprised by the warmth of Benedict, whose image was more reserved and academic than his popular predecessor, John Paul II, who was dubbed "Mexico's pope."

By Sunday morning, that perception seemed to have changed completely.

"Some young people rejected the pope, saying he has an angry face. But now they see him like a grandfather," said Cristian Roberto Cerda Reynoso, 17, a seminarian from Leon. "I see the youth filled with excitement and enthusiasm."

While the pope drew a rapturous response from the faithful, his time in Mexico has not been without criticism, particularly concerning the church's treatment of children and sexual abuse.

Victims of Marcial Maciel, the founder of the influential, conservative Legionaries of Christ religious order, launched a book Saturday containing documents from the Vatican archives showing that Holy See officials knew for decades that Maciel was a drug addict who sexually abused his seminarians.

One of Maciel's most prominent victims, Juan Jose Vaca, followed up on Sunday with an open letter to the pope decrying the fact that he hadn't met with survivors of those abused by Maciel or other clerics, as he has during earlier foreign trips.

"Today, you are honoring the heroic memory of men who gave their lives in defense of their faith and religious liberty, the Cristeros," Vaca wrote, noting his own father had been a Cristero fighter. "Meanwhile for us, victims and survivors of other atrocities, not a word."

The 84-year-old pope, who will be going to Cuba on Monday, has made no explicit reference to abuse on this trip. But the Vatican spokesman, the Rev. Federico Lombardi, said the pope's words about the need to protect children from violence referred also to the need to protect them from priestly sexual violence.

Some other victims of Maciel have said they didn't want a meeting anyway because the pope had been head of the Vatican office that received their complaint against Maciel in 1998. It took the Vatican eight years before sentencing Maciel to a lifetime of penance and prayer for his crimes.

(AP) ? Fabrice Muamba still faces "a long period of recovery" after his on-field cardiac arrest despite a surprisingly strong improvement since his collapse, his family said Friday.

Muamba's father and fiancee released a statement thanking fans, soccer players and medical staff for their support. Muamba collapsed last Saturday just before halftime of Bolton's FA Cup quarterfinal at Tottenham.

The former England under-21 international remains in intensive care at London Chest Hospital. Medics worked on him for 78 minutes to get his heart beating on its own. On Monday, he was talking to doctors.

"Even though Fabrice has made great progress over the last couple of days, he is still in intensive care and still has a long period of recovery ahead," Marcel Muamba and Shauna Magunda said. "He has asked that you please keep him in your prayers."

Players across Europe have worn T-shirts expressing their support for Muamba, which read "Get Well Soon Fabrice."

European champion Barcelona is among the clubs making the gesture, while FIFA President Sepp Blatter has spoken with Bolton's chairman and asked to be kept informed of Muamba's progress.

"We have been overwhelmed by all the kind messages we have received," the statement said. "The support we have had from the fans ? not just from Bolton but football supporters around the world ? has given us so much strength.

"We have been particularly touched by the support from the football community globally."

Medics tried to revive Muamba for 48 minutes before he arrived at the east London hospital. Bolton team doctor Jonathan Tobin said it took another 30 minutes, after 15 shocks from a defibrillator, before the player's heart started beating again on its own.

The cause of the cardiac arrest has not been discovered. Doctors said that Muamba had undergone a routine screening for heart defects in August. He was checked again Sunday, with the test producing a normal result.

'Brain observatories' get $300 million boost

Software billionaire Paul Allen is pledging $300 million to establish a series of "brain observatories" at the Seattle research facility named after him, with the aim of mapping and manipulating the mouse brain.

The project's leaders say the insights gained could be applied as well to higher forms of life, including humans. "We believe that this project has the potential to revolutionize our understanding of the mammalian brain," Christoph Koch, chief scientific officer for the Allen Institute for Brain Science, and Harvard neuroscientist R. Clay Reid said in the journal Nature.

Details about the brain observatory project were laid out today at the Allen Institute in Seattle. In an advance interview, Koch cast the effort in terms usually reserved for the multibillion-dollar Hubble Space Telescope project or the $10 billion Large Hadron Collider.


"We're focusing a huge amount of resources on trying to understand this piece of highly, highly complex math and science. The most organized piece of matter in the known universe is the cerebral cortex, the one that makes you and me think and smell and hear and talk. That's what we're trying to understand," Koch told me. "Just as people spend a huge amount of time and effort to build these different observatories to look at the origin of space and time, we're going to build these observatories, these very sophisticated instruments, all of them using common standards, all peering at the brain ? primarily animal brains, but also the human brain."

In a way, seeking out the secrets of the brain is harder than looking for the Higgs boson, because neuroscientists have not yet developed a model for brain function as robust as, say, the Standard Model of particle physics. "In that sense, neuroscience may never have the maturity of physics, partly because the system we're dealing with is enormously more complex," Koch said.

Such anatomical maps will be among the products emerging from the "brain observatories" created by the Allen Institute for Brain Science.

The brain observatory project plans to start with the visual cerebral cortex of the mouse brain, because that's an area that neuroscientists understand relatively well, Koch said. Researchers from outside institutions could work with the Allen Institute's staff, using sophisticated instruments to light up the electrical circuitry of individual neurons, trace the connections between neurons, and watch how thousands of brain cells respond to specific stimuli.

All these techniques would be stitched together to produce a full physiological and structural characterization of entire brain regions. Such insights should lead to better computer models for brain function, which can be fed back into the experimental side of the project for validation. Having the firepower for computer modeling right next door to the experimental labs should produce "a virtuous circle that will be iterated until the model faithfully reproduces the data," Koch and Reid wrote.

From mice to humans
An estimated 60,000 neuroscientists are studying the brain at 10,000 labs worldwide, but the brain-observatory approach should be "very complementary" to those widely distributed efforts, said Allan Jones, the Allen Institute's chief executive officer. The institute's findings, including genetic atlases of the mouse brain and the human brain, are traditionally shared openly with other researchers, even before journal publication.

Koch compared the mouse brain to a set of 100 billion Lego toy blocks, organized into 1,000 different kinds of blocks. "First we need to understand how many different parts are out there, and then how they fit together," he said.

The insights gained from the visual cortex could be applied to further exploration of other functional areas of the mouse brain, and then to other mammalian brains ? including our own brains. When it comes to cortical structure, "there isn't anything particularly unique about us," Koch said. "The principles are all going to be the same. ... If we understand them in a simpler system, then we are a long way toward understanding us."

Another aspect of the project is the development of lab-grown human brain cells that reflect the genetic components associated with neurological conditions ranging from autism to Alzheimer's. Stanford neuroscientist Ricardo Dolmetsch, a specialist in that technique, will be joining the Allen Institute later this year, as will Harvard's Reid.

During today's briefing in Seattle, Allen said his interest in brain research stems from his work in computer software, as a founder of Microsoft Corp. and other ventures. (Microsoft is one of the partners in the msnbc.com joint venture.) He noted that the most advanced software doesn't come close to matching the complexity of the human brain.

"There is really no greater challenge, with potentially huge impact, than understanding how brains work," he said. Allen said he was also motivated by the fact that his mother suffers from Alzheimer's disease. But he emphasized that the institute would focus on basic research rather than disease treatment.

"Our dream is to one day uncover the essence of what makes us human ? to explore and understand how the brain makes us remember, forget, interact with each other and become the people we are," Allen said.

Ten-year plan
Allen's $300 million pledge will be spread out over four years to jump-start the Seattle institute's initial 10-year plan for the observatories. The software executive, whose net worth was recently estimated at $13.2 billion, founded the institute in 2003 with a $100 million contribution, and has donated an additional $100 million since then.

"My commitment today doesn't just continue the work of the institute," Allen said. "It greatly expands the scale and the scope of our mission."

The Allen Institute says it will use some of the money to double its staff to more than 350 employees over the next four years, as well as to develop new suites of instruments and new computer-modeling capabilities.

Leroy Hood, president and co-founder of the Seattle-based Institute for Systems Biology, said he was looking forward to collaborating with the Allen Institute's researchers on the brain observatory project.

"I think it's a terrific project," Hood told me. "Their approach to 'big science' and openness is exactly what's needed to move the field forward."

In addition to Allen's contributions to neuroscience, the billionaire has pursued a wide variety of interests beyond software, including ownership of the Portland Trail Blazers basketball team and the Seattle Seahawks football team, the establishment of the Allen Telescope Array, and financial backing for SpaceShipOne's prize-winning rocket venture and the Stratolaunch air-launch company.

Back in 2008, I set up a scale of financial denominations for big scientific projects, ranging from 1 allen (the estimated cost of the SpaceShipOne project, $25 million to $30 million) to 1 apollo ($100 billion or more). On that scale, Allen's contribution to the brain observatory project equals roughly 10 allens, or three-quarters of a rover (the $400 million Opportunity rover, that is, not the $2.5 billion Curiosity rover). Still more money will be needed for the out-years of the project, perhaps including government funding.

Update for 6:30 p.m. ET: At today's Seattle news briefing, I asked Koch what the top technology on his wish list would be. "We'd like to listen to every single nerve cell," he replied. "Right now, we can't do that." He envisions some sort of wireless receiver system that would have so much resolution that it could monitor individual neural impulses inside your head. Sounds pretty science-fictional to me, but what do you think?

Also, this week's issue of Nature includes a report on the $40 million Human Connectome Project, a five-year, $40 million initiative funded by the National Institutes of Health to map the brain's long-distance communication network. Some researchers wonder whether the project is really ready for prime time. "I would do the basic neuroscience before I started running lots of people through MRI scanners," David Kleinfeld, a researcher in physics and neurobiology at the University of California at San Diego, is quoted as saying.
